The 23rd China Lecture held in Madagascar

At the invitation of the Center for Strategic Studies and Analysis, Ministry of Foreign Affairs of the Republic of Madagascar, a delegation of China-Africa Institute (CAI), led by its President Ye Hailin, visited Madagascar for academic exchanges from December 9 to 13, 2025.  

On December 10 and 11, 2025, the delegation hosted the 23rd China Lecture under the theme "New Opportunities for China-Africa Cooperation During the 15th Five-Year Plan Period" in Madagascar. They were invited to brief on the guiding principles of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC), and interpret the significance of the 15th Five-Year Plan (2026-2030) for China-Africa cooperation in the new era. 

The delegation members included Ma Jun, Director of the International Exchanges Division of the CAI, and Deng Yanting, Associate Research Fellow and Deputy Director of the Security Studies Division.

The first session of the event was held at the Chinese Embassy in Madagascar on December 10, 2025. Ji Ping, Chinese Ambassador to Madagascar presided over the lecture. Johnny Rakotoarisoa, President of the Madagascar-China Parliamentary Friendship Group delivered a speech. More than 30 members of the National Assembly of Madagascar attended the lecture.

The second session of the lecture was held at the Center for Strategic Studies and Analysis, Ministry of Foreign Affairs of the Republic of Madagascar on December 11, 2025. The event was presided over by Andry Razakandrainy, Coordinator of the Center, and attended by former Minister of Foreign Affairs of Madagascar, Rafaravavitafika Rasata. More than 20 officials and scholars from the center and Ministry of Foreign Affairs participated in the lecture.

In his speech, Professor Ye Hailin provided an in-depth interpretation of the guiding principles of the Fourth Plenary Session of the 20th CPC Central Committee, and elaborated on the proposals of the 15th Five-Year Plan. He underscored the significance of Chinese modernization in supporting Africa’s independent development, focusing on how China and Africa jointly implemented the Four Global Initiatives and advanced the Six Modernizations (covering economy, governance, ecology, etc.). He also underlined the importance of advancing the modernization of China’s system and capacity for governance, developing new quality productive forces, expanding high-standard opening-up, and promoting green development.

Highlighting the 15th Five-Year Plan proposals, Dr. Deng Yanting outlined the opportunities and pathways for China and Africa to jointly advance the implementation of the Ten Partnership Actions. Malagasy parliamentarians, officials, and scholars noted that the guiding principles of the plenum will offer a scientific framework for the high-quality and sustainable development of Chinese modernization. They also expressed confidence that the building of an all-weather China-Africa community with a shared future will reach new heights during the 15th Five-Year Plan period, and that China’s wisdom, experience, and solutions will contribute to Madagascar in pursuit of its own path to modernization.

The delegation also visited the National School of Administration of Madagascar and the Institute of Political Studies, and held discussions with Malagasy officials and scholars on strengthening exchanges and cooperation between the CAI and think tanks in Madagascar.
